Howard Chambers, VP, The Boeing Company

Howard Chambers is the vice president and deputy program manager of the 787 Commercial Airplane Program.  Previously, Chambers served as vice president and general manager of Space and Intelligence Systems for Boeing’s Integrated Defense Systems, where he was responsible for leadership of the people, programs and assets of the company’s intelligence and space products.       

In a previous assignment, Chambers was vice president of Program Management and Independent Review for Boeing’s Integrated Defense Systems.  He was responsible for the development and deployment of program management best practices, providing training and development for program managers and performing independent assessments of critical IDS programs. 

Paul Russell, VP Western Region Engineering & Manufacturing for Electronic Systems, Northrop Grumman

Paul Russell is the vice president of Engineering and Manufacturing for the Western Region of Northrop Grumman’s Electronic Systems (ES) sector. Russell, who is based at the sector’s Navigation Systems Division, provides overall leadership of engineering and manufacturing functions, including executive oversight of the design and manufacture of navigation and situational awareness systems and products, space-based sensors for meteorological and missile defense applications, and ground data processing. 

Russell is also responsible for leading the Northrop Grumman Engineering Tools Council. Russell has an extensive executive management background in systems engineering, space technology and product management.
